Once you have decided to set up a company in Dubai, the next question is always the same: which free zone? The UAE has dozens of free zones, each with its own strengths and weaknesses. This article compares six free zones that Japanese and international companies most often weigh against each other when they come to us for advice.
The starting point: free zones are sector-specialised
Each UAE free zone has its own sector and functional strengths. Choosing one simply because it is cheap or well known often leads to a mismatch later, when it turns out not to fit the business.

A closer look at each free zone
DMCC — an integrated hub for commodities and technology
One of the world's largest free zones, with more than 26,000 registered companies. Alongside its traditional strength in physical commodities such as gold, diamonds, tea, coffee and energy, it has become increasingly prominent in Web3, AI and gaming in recent years. Banks rate it highly as a Tier 1 free zone, although its cost level is on the higher side.
DMCC's home, JLT, is not a bonded zone. Goods brought into JLT incur 5% customs duty unless routed through a bonded warehouse, so it may not suit companies whose core business is logistics or manufacturing. In practice, however, DMCC is home to many global trading companies that do not bring goods into the UAE, trading instead across free zone warehouses or outside the country.
JAFZA — the classic choice for port access and bonded warehousing
Established in 1985, it is the UAE's oldest and one of its largest free zones. Direct access to Jebel Ali Port and bonded warehousing make it the leading option for manufacturers and companies handling high-volume logistics.
JAFZA is a UAE Designated Zone, which means goods stored within the zone benefit from favourable VAT treatment — a difference from DMCC, whose JLT base is not a Designated Zone. For companies holding substantial physical inventory, this difference can reduce the operational burden.
DAFZ — the advantage of airport proximity
Adjacent to Dubai International Airport, DAFZ is well suited to air cargo and has particular strengths in electronics and re-export.
Like JAFZA, DAFZ is a UAE Designated Zone and benefits from favourable VAT treatment. For re-export businesses handling air freight, it is designed to keep the practical burden of customs clearance and inventory management low.
DIFC — specialised in finance
DIFC has its own jurisdiction based on English common law and specialises in financial services, funds and regulated fintech. Its cost level is among the highest.
DIFC mainly serves financial and professional services. It generally does not accommodate general trading in physical commodities of the kind DMCC supports. Regulated activities such as asset management and fintech may require authorisation from the local regulator, the DFSA, which makes setup and operation more demanding than in other free zones.
Meydan FZ — speed and simplicity
Based in the Meydan district, this free zone is known for a fast setup process that can be completed online. It allows a low-cost launch and suits sole-proprietor-scale and light service businesses, but may not suit companies that need physical trading or a sector-specific ecosystem.
Meydan FZ is essentially built around flexi-desk (shared office) solutions and does not offer dedicated warehouse or factory units. It is not suited to logistics or manufacturing businesses that hold physical inventory, and works best for paperwork-centred businesses such as consulting, trade intermediation and holding companies.
IFZA — low cost and flexibility
Based near Dubai Silicon Oasis, IFZA is known for its low cost. A single licence can cover a broad range of activities, from general trading and services to holding companies, and setup costs, renewal costs and online procedures are relatively simple. It suits the launch of small startups, although sector ecosystems and community-based added value may be less developed than in other major free zones. Like Meydan FZ, IFZA is built around flexi-desk solutions and does not offer dedicated warehouse or factory units. On the other hand, visa quotas can be chosen flexibly according to office type, which makes it practical for startups that want to grow headcount gradually from a small team.
The basic selection logic
