Under Vision 2030, Saudi Arabia is accelerating its economic transformation away from oil dependency, opening the market to foreign business at an unprecedented pace. According to the Royal Commission for Riyadh City (RCRC), over 700 foreign companies had established a Regional Headquarters (RHQ) in Riyadh by the end of 2025 — well ahead of the original 2030 target of 500.
At the same time, entering the Saudi market cannot be designed on the same assumptions as the UAE or other GCC countries.
